Only users who are administrators or part of the Drupal.org Security Team can see all the unpublished nodes. As webmaster, I cannot see the node linked in the OP.
If nobody is reviewing, that is probably the reason.

+1 for being added to Book Listings. The book page is published and I've mentioned to Drupalorg team that the guidelines need review https://www.drupal.org/drupalorg/docs/marketplace/book-listings since permissions aren't aligned with what is currently in guidelines.
