https://www.drupal.org/project/drupal/issues/2731817#comment-13058762 looks like it failed to mark the issue needs work when the patch failed to apply. Not sure if thats a hiccup or a result of some drupalci changes etc.

RTBC retesting is no longer enabled, and #3078109: Patch failed to apply should be a test fail, but currently isn't is probably the underlying issue.
