Description: 

Previously the MenuSettingsConstraint prevented any changes to menu links from being made when editing nodes that were being drafted with content moderation. Now that menu links are revisionable, the 'title' and 'description' can now be updated and created as part of drafted content revisions. The parent and weight are still protected by the constraint, since the menu tree as a whole is not revisionable.

This change also affects workspaces, since the menu link title and description can now be modified in non-default workspaces.
