Description:
Prior to 10.1.0, the ability to add and edit custom blocks (block content) was controlled via the global administer blocks permission. The administer blocks permission also allows the user to edit block layout (block placements).
In order to give site owners more granular permission over editing block content, new per-type edit any %type block content permissions have been added.
