Users who can build and manage a webform, are now allowed to automatically manage the webform's submissions.

Users who can update a webform (ie create elements, changes settings, and access, etc...) now have automatic access to manage the webform's submissions.

Previously, users who could update a webform would either need to have been assigned 'view all submissions' permissions or they would have to have assigned themselves 'view all submissions' access via the webform's access controls.
