I don't think there is currently any way to set the cookie only once for multiple sites across the same domain. The cookie is set for domain/base_path. It would be nice to allow the cookie to be set for just domain/ so that it will work for all sites under the same domain.

Can we commit this in d7 and mark it to be ported for D8?

We could try, but it wouldn't work. To avoid leaving the huge user base of D7 users behind on features, the patches are not committed until a version is written both for D7 and D8. That being said, this is a small patch, so I'll try to get it ported this week.
