Confirmed the package is LGPL-2.1 or later. The repo does include libraries with additional licenses like https://github.com/PHPOffice/PhpSpreadsheet/tree/master/samples/bootstra... and https://github.com/PHPOffice/PhpSpreadsheet/tree/master/samples/bootstra..., but these are also compatible with GPL-2.0.

This is large package (>4MB compressed) which a lot of unnecessary example files that should probably be removed by patch as part of the drush make process, but I'm not seeing anything that would prevent it from being whitelisted.
