As the Devel module has removed the execute php feature from the version 2.x and the project maintainers recomend to use it, if you want to have the Execute PHP Code link provided by Admin Toolbar, you must use the Devel PHP module.

Admin Toolbar will support the functionality if you have installed Devel 1.x or Devel 2.x and Devel PHP modules.
