I'm not sure we should change this data here because it is not data used in Drupal 8. It test data for migrations. Note this is not saying that the spelling is correct. But if we want to fix the text that is displayed to users in Drupal 8 then we need to fix PHP. I think that changing this text here would be like changing the past which seems tricky to do.

pancho"Kiev" still seems to be the more common English language exonym for the Ukrainian capital, see for example:
This is like "Vienna" (officially: Wien), "Munich" (officially: München) or "Moscow" (officially Москва́, translit. Moskvá). While I understand the Ukrainian fear of Russian domination, setting our own standards in such cases would open a can of worms. Also per #6, this seems the wrong place to change it.

romixuaThe Ukrainian government adopted Kyiv as its standard Latinisation in 1995, making Kyiv mandatory for use in legislative and official acts.
So according to the Constitution of Ukraine, which is also translated into English, we can find Kyiv (but not Kiev) (Link below, Article 20.)

alexpottAgain this is not determining the correct spelling of Kyiv or what is displayed to any user. If someone installed the event module on a Drupal 6 site and recreated the DB dump the incorrect spelling would end up there. We shouldn't be editing this file by hand. We need to fix it in PHP so that the correct spelling is shown to users when selecting a timezone.
It'd be great if future comments on this issue can address this rather than what is correct.

quietone commentedYes. This fixture should not be changed, it is to represent what a Drupal 6 site (out of the box, with some extra modules to match D8 core functionality) would have installed. It is not seen by a user and is only for migration testing. The Drupal 6 test fixture must remain in a sense historical and contain any text or other errors that a Drupal 6 site would have.
This is a won't fix for migration.
An issue in PHP is the place for this. Marking NW for this.
