Taxonomy depth exposed filter not working for Unpublished [#3024600]

When using Taxonomy Depth Exposed Filter, it's only filtering by Published content.

This is Drupal 8.6.3
We're using Content Moderation, but I cannot figure out why this is happening.

My Fields are:

Title
Moderation State
Content: Section (taxonomy term)

Filter Criteria
Content: has taxonomy depth

If I apply the Exposed Filter Tax Depth, it just shows the published content, ignoring all the others.

Branches prior to 8.8.x are not supported, and Drupal 8.8.x will not receive any further development aside from security fixes.
