Webform submission entity access is now enforced in Views and Entity queries.
Views and \Drupal::entityQuery() automatically pick the entity access check. In case you do not want the result of entity query to contain stuff exclusively visible to the currently logged in user, then just invoke ->accessCheck(FALSE) on the query object to disable it.
