Hook hook_hosting_task_update_status() should run anytime a task status changes.

The hook we added a few years back to respond to task status updates only responds to the shutdown.

It should fire every time the task status is updated.

Incoming patch and branch fires hook in hosting_task_insert() and hosting_task_update().
