[META] Plan for 7.x-1.0-beta13: PHP 7.2 compatibility

Problem/Motivation

8 Nov 2018 release of Drupal core 7.61 focused on issue #2947772: Fully support PHP 7.2 in Drupal 7. Contrib modules are slowly following suit.

Proposed resolution

Prepare a new 7.1.x release of Field Collection focused on PHP 7.2 compatibility:

• #2992575: PHP 7.2 - Error occurring: Warning: count(): Parameter must be an array or an object that implements Countable in field_collection_field_widget_embed_validate().
• #2936874: PHP7.2 - Deprecated function: each().

To meet this goal, rather than trying to fit in a bunch of additional and unrelated issues, it would be best to limit this release to those PHP 7.2-related issues (along with changes that have already been committed since the 7.x-1.0-beta12 release).
