Description: 

Previously by default all new entities created when content moderation was used for a bundle would start out in the draft state. The draft state would be used as the starting point to validate the transitions the user had access to as well as the default value in the states select list on an entity form.

Now the starting moderation state can be customised. This allows admins to configure more powerful content workflows. Content might start out as published or any other state in the workflow.

This option appears in the content moderation workflow configuration screen:
