Multiple element with 10 rows

Now only 1 row is rendered with the ability to add a max of 10 rows.

Multiple element with 1 row with the ability to add more rows

To replicate the original behavior you need to set the min items to the same value as the multiple and disable add/remove operation.

multiple:
  '#type': textfield
  '#title': Multiple
  '#multiple': 10
  '#multiple__min_items': '10'
  '#multiple__operations': false
