Although permanent caches are *permanent* :) I think there will always be a use case where you do need to clear a permanent cache. Having to do this via drush is not always an option, certainly not for non developers.

So I would suggest to make an admin interface that lists all the permanent cache bins and provides an option to manually clear them.
