Problem/Motivation

With all of my "work" work the only time I get for core is being sucked up by Workspace module and only minor Content Moderation issues. Sam is doing an awesome job at maintaining the module and now has a deeper understanding of it that almost anyone in the community.

Proposed resolution

- Update MAINTAINERS.txt
