According to git bisect, this issue #2788777: Allow a site-specific profile to be installed from existing config caused these fails to start...

With a little help from #2503263: Config import validation needs to provide error messages, the actual error now is:

This import does not contain system.site configuration, so has been rejected.

This adds that to the dummy config to import.
