Problem/Motivation
If the user does not have the permission to "Select method for canceling own account" then they don't know whether their account will be deleted or disabled when they delete it.
This is probably in conflict with GDPR. At a minimum users should be alerted if their account is only disabled rather than deleted, and they should be alerted about what is happening with content they created.
Proposed resolution
When a user 'cancels' their account, information should be added programmatically about what is happening with the account and content created by it.
Site builders should have the option to add additional text for explanation or point of contact, for example something like "If you want your account to be deleted rather than disabled, please contact xyz."
