WON'T ADD NEW ACTIONS!!!

i keep getting pwned by this, i've spent hours on the drupal site, google, etc, I can't figure out why this won't work.

I've installed imageapi 5.x-1.2, and then i installed imagecache-5.x-2.1. I go to the imagecache page, create a new preset. And then i click on "New Actions" and i click on "Scale" enter in the width, and then click on "Add Action" and... i get nothing. The is nothing under actions. I can't add any actions.. can anybody help?
