The patch was not committed. #3 is just a commit to a feature branch.

The only issue/question I have related to this patch is any existing installations will still have Donation template and credit card options installed but I am not sure we can just remove the form and options. We could display a warning message at the same time only developers should be impacted by this change and they should know to review the release notes.
