Highest-lowest testing on Drupal core

I'd like to suggest to do automated highest-lowest testing on Drupal core's dependencies to ensure that all minimum requirements are set properly. Also, to verify that Drupal core works properly with the latest (allowed) versions of its dependencies all the time.
