Allow users with permission to Manipulate all queues while showing options on node form

Problem Statement:
The module does a permission check on individual entityqueues, however for roles that are granted 'Manipulate all queues' permission get skipped. Roles with that permission can add/edit items from queues from Entityqueue interface but not from node form.

Solution:
Add a permission check for 'Manipulate all queues' in the node_form_alter.
