Description:
Users having only translation permissions (no edit permission) over entities have access to a stripped down entity form that does not allow to change non translatable fields. There is now an option in the Content translation settings to configure the same behavior also for editors. This allows to avoid conflicts when working with pending revisions, for instance through the Content Moderation module.

Maybe disable as opposed to hide
In some cases it may be more useful to disable the fields so they are visible but not editable. That may reinforce that they are not to be translated whilst keeping them visible for reference.
