After #2914644: Allow other modules to autoload Backup and Migrate classes was committed it's possible we might not need to use backup_migrate_include() anymore.

I'm not sure this is worth the effort, given how much the functions and classes are mixed together throughout the module :-\

I tried just removing all uses of backup_migrate_include() but the site is so inter-dependent on the inc files that it just all breaks.
