There are about 20X more people using the D8 version of the Redirect than are using either the D7 or D8 version of this module.

Is it just that this module is simpler? Is that the main reaon to go with it? If so that should be more clearly stated in the project description.

This module allows you to configure redirects by role or for specific users. The redirect module is more general. And url_redirect is for more specific needs. The module description fully indicates what it is needed for.
