I have tried both gzip and zip. I have also tried restoring on PHP 7.0.10 and 5.6.25. The backup was created on our production site which is 7.x-2.8 and PHP 5.6.25. I was originally trying to restore with 7.x-2.8, but upgraded to 7.x-3.3 when the errors started.

I am now completely unable to run a local copy of my site because of this error.

Read the parent and related issues for more background on this problem. There may a possibility if a production copy of the site exists to make a new backup using 7.x-3.x and restore.

I will try upgrading the production site when I get a chance. However the 2.8 backup could not be restored with 2.8. That's why I tried upgrading.
