I've noticed that in some sites (where i use bootstrap based themes, but don't know if strictly related), when "Consent by scrolling" is active, the popup shows up then goes away immediately without user interaction (by scrolling or by clicking link/button).
After debugging this issue, i discovered that the scroll event is sometimes called right after page load (don't know exactly which component cause this, maybe one of the bootstrap js libraries, since, for example, with Bartik i cannot reproduce this issue) causing the automatic call of the acceptAction function.
I created a patch for a quick workaround, maybe it can be useful for someone.
