I granted these permissions to a role:

- View any order
- Access the orders overview page

They are unable to see user/X/orders (page not found), but the Orders tab is visible on user/X.

As user 1 I can see the page.

With the 'Administer orders' permission this becomes visible.

I needed the "View user information" too to see the user/X page, but the Orders tab was not there. Any other permissions I'm missing?

This can be fixed by changing the "Admin permission" setting on the View's contextual filter for "Order: Customer" from 'administer orders' to 'view any order'

The attached patch will fix new installs, I don't really want to "mess" with existing configuration though... But yeah, it sounds like the right fix is to use the "view any order" permission.
