jrockowitz commentedI am able to update the submission limits without any problems. I am assuming that user submission limits are working because there are automated tests. Please fully document the steps required to reproduce this issue.

It works with the contact demo webform, but not with "Demo: Application Evaluation" (I tried with this webform)
If it works in a general way, no problem thus...

Paulset commentedI always have the problem. And I even found another bug.
I created a new webform (no "demo: application evaluation"), with as limit submission: 1 for "Per user submission limit per source entity".
I created two nodes : node 1, node 2.
I added to these nodes both a field " reference > webform " which references the webform which I created.
First bug : I disconnected, and as an anonymous, I can submit so many forms as I wish.
Second bug: when I submit a form in node 2, once the submitted form, in the breadcrumb i have "Home >> Node 1" (while I have just submitted a form for the node 2)
I was able to notice another problem which explains can be these bugs, when I click in a form: parameters > submission, a brief moment errors displaying then disappear, I managed to make a screenshot:

1/ the limitation works for the registred users, but not for the anonymous
2/ For the anonymous, the limitation of submission does not work on "source entity" or in the webform itself

jrockowitz commentedThere needs to be a webform setting to track anonymous users via $_SESSION.
#2907459: Anonymous form submissions create a session cookie which may cause performance and scalability issues. caused this regression.
