Attach vertical tabs to node add translation page

Taken from pull request from yannickoo on github:

"Try to configure multiple languages for your site and you will experience missing vertical tabs for the node add translation pages (something like /de/node/{node}/translations/add/en/de).

The route name is entity.node.content_translation_add so we can easily add this to list of allowed routes :)"
