I would like to add a terms of service pane during the checkout including a required checkbox. I didn't find any solution right now. Will this handled by an additional module or will this be a part of the core functionality in commerce 2?
Any suggestions are welcome.

you can create custom checkout pane with a checkbox element and do your checks, before proceeding to next step. check this: http://docs.drupalcommerce.org/v2/checkout/checkout-pane-plugin.html

There is also D8 branch of Commerce Agree Terms module available.
