Wizard sets destination incorrectly

When in a wizard form loaded via AJAX that had a destination parameter, the form's action will be form?query[destination]=DESTINATION rather than form?destination=DESTINATION

I think between D6 and D7, some of the link handling functions converted from using a format like:

array(
  'options' => array(
    'query' => array(...),
  ),
)

... to ...

array(
  'query' => array(...),
)

So, I think that's what may have happened here? Setting a destination on a wizard must be a pretty uncommon thing to do :-)
