gisleIMHO, there is nothing special about the "Webmasters" issue queue. This is just one of 159 Community projects here.
The webmasters are the janitors of Drupal.org. They spend most of their time deleting spam, blocking spammers, giving helpful users the "Confirmed" role, and occasionally publish legitimate posts mis-identified as spam by our too vigilant automatic spam filter.
For instance, we don't have access to the customized features or templates implemented on drupal.org. In the issue summary, it says:
Even if the webmasters think this is a good idea, there is not much the webmasters can do about it. The people that determines what goes into the footer menu on Drupal.org are probably the maintainers of the Customizations community project, so this issue would have to be moved there before this can happen.
Similary, this issue #3075716: Access denied for the "Community Docs Home" tab that was recently opened in the Webmasters issue queue, probably belongs in the Documentation community project (and has already been moved there).
This issue: #2892600: Add module category 'Decoupled', 'API First', 'Rest' or 'headless'. still sits in the Webmasters issue queue, but it is closed as fixing it (beyond what drumm has already done) requires permissions that webmasters don't have.
For the record: I don't think there should be a link to the webmasters issue queue in the footer. Putting it there creates the impression that it is "special" (in contrast to all the other community projects), and it really is not.

mmjvb commentedAgree that the queue is hard to find. The need to google `drupal webmaster queue` feels bad. Would indeed expect it in the about menu. Call me old fashioned, but expect to be able to contact maintainers of the site via contact item.
On the other hand, isn't this what bookmarks are for in your browser? That is how I am using it now. Avoids wasting my time on the main page.

gisleHmm … that may be a valid point.
It can be argued that the Webmasters are not the real maintainers of Drupal.org, since the different parts that make up the site (and its subsites) are maintained by different people (e.g. user admins, git admins, content admins, groups admins, and there are also individuals with access that enables them to maintain customization, packaging, etc.).
However, the users of Drupal.org should be afforded a single point of contact. It is pretty hard to figure out who is actually in charge when the management is distributed between so many groups and people, so having to figure this out before being able to the contact the right maintainer creates a bad UX.
The Webmasters issue queue is probably the closest thing we have to a single point of contact, mainly because the inflated name ("Webmaster") makes some people believe that we are the maintainers of this site. Having a link in the Webmasters in the "About" section provides a point of contact – and hopefully the webmasters are able to reroute the request to the right party.

avpadernoIn the dashboard each users have, the Contributor Links block contains a link to the Drupal.org webmasters queue (Drupal.org webmasters). (It's the nineth link in the Issue queues part.)
I am not sure there is the need to put the same link in the footer.

mmjvb commentedIndeed, recall finding it there, but that was no so long ago. For some reason, I didn't look there. My problem, I agree.
Also, experienced the webmasters always as single point of contact. They forwarded based on their assessment. Obviously, in time you can find your way around.
Leaves the feeling things are not where you expect them, maybe not justified. Feels like nothing to be done to me.

Agreed on 'Webmasters is a logical place to goto to for novice' but not doable.
Guess the webmasters have a tough job weeding out the appropriate projects. So thanks for your hard work! :-)
