I was facing the same issue today. I'm currently on branch 8.x-2.x. I noticed your patch is not (yet?) on there. When I applied your patch (locally), issue was fixed! Thanks!

As per https://www.drupal.org/project/zircon/issues/2881994#comment-13231334 this file is not needed in current versions of Zircon, so we don't need to include it anyway.

If the codebase gets updated to the WeebPal one (http://weebpal.com/sites/default/files/packages/zircon_d8.zip), this won't be necessary anymore.

Just remove js/scripts.js in zircon.libraries.yml

This has been fixed in 8.x-1.x. File js/scripts.js is no more loaded into zircon.libraries.yml
