Description:
As it stands now, the 'maintenance status' and 'development status' fields of a project are set manually by the project maintainer(s). This can be problematic if development on the project stagnates, or it becomes unmaintained, but no maintainer updates the project to indicate such. We should be able to use some heuristics to decide if a project is no longer under active development or no longer being actively maintained.
