Release notes

This alpha release does not contain much of a UI, and testing has been limited, but it has been used on some real world production sites, so I thought we may as well make it available for others with a big 'alpha' label on it :-)

See #2825186: META: Drupal 8 version (D8) of Language Hierarchy roadmap for a roadmap of work needed for the D8 version.

This version of the project began from Gábor Hojtsy's 'Sublanguage' sandbox that got incorporated via the language fallback project, which has been phased out in favour of language hierarchy for D8.
