In webform.libraries.yml is entered:

webform.element.options:
version: 1.x

css/webform.element.options.css: {}

It is to change in:

webform.options:
version: 1.x
css:
component:
css/webform.options.css: {}

The file webform.element.options.css does not exist, but the webform.options.css.
By the bug the class webform-options-display-one-columns and webform-options-display-two-columns is not styled for multi-column layout.

Webform for Drupal 8 will be 8.x-5.x. Webform 8.x-4.x is not being developed, so I am closing as outdated.

The "Patch (to be ported)" status is for patches that have been committed on one branch and need to be ported to another branch. A new patch gets the "needs review" status.
