Follow-up to #2840845: Experiment with replacing manage Webform submissions with a View

Problem/Motivation

Webform and Webform submissions should provide bulk actions when displayed via a View.

Proposed resolution

Add action plugins for Webform and Webform submissions.

Actions should include...

Webform

  • Open
  • Close
  • Delete
  • Purge???

Webforms (which are config entities) are not exposed to Views modules.
@see http://drupal.stackexchange.com/questions/193403/config-entities-and-vie...

Webform submission

  • Flag
  • Unflag
  • Delete

Remaining tasks

  • Create actions
  • Write tests
  • Update admin view
