When using Varnish in front of the website, this means all pages cached in varnish have a trailing slash.
When expires module is used to purge those pages, it doesn't send the trailing slash.
This module should implement hook_expire_urls_alter().

astonvictor commentedD7 reached its EOL back in January 2025, and there is no active release for D7 for this module anymore.
Development or support is not planned for D7. All D7-related issues are marked as outdated in a bunch.
