When core search module is disabled, the theme cannot be installed, claiming missing dependency. Instead, it should install with the search features disabled.

It is fixed already - I moved the config install block configuration files to config/optional in the DEV version some time ago, so we really need to make a new release.

This issue would only affect rc1, in -dev it's fixed.
