Access draggable views permission shouldn't have trusted warning [#2733025]

The Access Draggableviews permission has this warning:

Warning: Give to trusted roles only; this permission has security implications. Give users a permission to sort draggableviews.

I don't think this warning should be present. I can't think of any security implications from being able to reorder content in a listing.
