Allow modules to act prior to commerce_cart_order_refresh logic

During my work on various issues related to Commerce Discount's compatibility settings, I've discovered a need for a new hook in the Cart module that would allow modules to act upon cart orders BEFORE the logic in commerce_cart_order_refresh has been run.
