Migrations are now plugins instead of config entities. This cause an issue with the migration.

This patch fixes the error and allows migration to proceed. Maybe there should be a followup to change the templates as well. See the change record at https://www.drupal.org/node/2668742.

This is not a bug as the code worked in 8.0 and only 8.1 has broken it I guess.
