I've pushed to the issue fork - don't want to open an MR but perhaps if a maintainer sees this they can created a new 2.x branch and I can open an MR to that?

This module would be obsolete if https://www.drupal.org/project/drupal/issues/2264739 lands in core

I didn't follow the exact approach of the D7 version but aimed for the same result. It removes the table drag functionality rather that having it not apply directly. As evident in https://www.drupal.org/project/drupal/issues/2264739 there is a lot of work for the former.
