How to update and upgrade an upload module without internet ?

Hello,
When I want install new module with Drupal 7, I have to use "Upload a module to install."
And not by another way. Because I'm not authorised for install from a URL.
So, it's not a problem to upload , it works. But only with www-data owner. , see https://www.drupal.org/node/1036494

The problem is, what have i to do, when I want update and/or upgrade an existing module but without internet ?
Remove the module, and recreate it ? upload it ?

if you don't have an internet connection you can't do anything that requires an internet connection

Thank you for the answer. I said that my Drupal site can not be connected to the Internet. But I can however download modules with another session, or another machine. So I can place downloaded modules, and use them in the Drupal menu "upload a new module".
No matter what error messages in the screen "Reports-Available update"
-> Failed to get available update data.
I understand that this may sound crazy, but we can not connect directly to the internet with high levels of rights. This is how the things are.

You do not need to use "Install or update module" to install a module.
Modules can be downloaded and unpacked and placed in sites / all / libraries / module / and then run "update.php"
But you can not install a module without access to the Internet and access to either admin rights on the side or access to ftp upload (you must also change a file to get the rights to use "update.php".

We run a huge number of sites that for several security reasons do not usually connect directly outwards to the internet to download modules. We selectively white-list d.o and certain places for audited reasons, but even then we don't pull third-party executable code direct to live!
Using the 'download directly from the web' button in the UI totally bypasses change control and testing (and implies insecure file permissions as well), so we never want to do that anyway.

Your process on a *real* site is to:

* have a local test site
* download new modules to your test site (y'know, for testing)
* Sync your code up to your live site later.

Yes, exactly. That's for several security reasons.
But the problem is, it's on all our drupal sites, including test site !
I can install module at the beginning, with "Upload a module or theme archive to install", but next time, how update it ? . For example; if the date module becommes date-7.x-3.0 ?
