We intend to make https the default for downloads form ftp.drupal.org. Please consult the linked issue to help us test this before deployment.
Update 2015-02-09: We have reverted the redirect from http to https for updates.Drupal.org - however https is still preferred and browsers/clients that use HSTS will still be directed to HTTPS only. When #1879970: drupal_http_request fails when remote server is using openssl v1.0.0 lands https will be default in Drupal
