Queues email sending from your site so that instead of being sent immediately it is sent on cron or via some other queue processor. Already ported to D8 and currently (as of November 9) in alpha.

This is at least normal priority. Sites with large numbers of users and notifications would probably consider it major.

Also, at needs work since the alpha is from ~2.5 years ago and not at all compatible with current Drupal 8.
