During dependent validate we are comparing dependency values with real values.
Variable $dependency_values contains raw user input data, but $values contains processed data.
So for non-checked checkbox we have strict comparing NULL with 0. So it results to FALSE, but it must result to TRUE.
My patch fix it, I think it maybe remains from legacy code, BUT it may be wrong. I don't know full module architechture, so it should be checked by module developer!!!
