Whilst upgrading from 7.x-2.x-dev (pre alpha 3) to 7.x-2.0-beta1 update hook media_update_7221 threw an error.

https://www.drupal.org/node/2143469 seems to have caused this. If you already have the media module installed the permissions are stored in the database under the "media" module. When moved into the submodule "media_bulk_upload" an update hook was not added to change the module in which the permissions belong to.
